On July 31, 2023, the President of the Republic of Belarus signed Decree No. 240 “On International Motor Insurance”, aimed at regulating relations on civil liability insurance of car owners.
According to the document, the Belarusian Bureau of Transport Insurance received the authority to represent the Republic of Belarus in the international systems of compulsory insurance of civil liability of vehicle owners, with the exception of the Green Card system.
When leaving Belarus, owners of vehicles registered in the Republic of Belarus are no longer required to present at checkpoints an insurance certificate confirming the conclusion of a Green Card insurance contract. The absence of this certificate is not an obstacle for the export of the vehicle outside the Republic of Belarus.
The current certificates were canceled on June 1, 2023 due to the withdrawal of the EU countries, as well as the UK and Switzerland, from the Green Card agreement with the Republic of Belarus.
As the Belarusian bureau clarified, the entry of Belarusians into these states is possible under border insurance agreements.
