Resolution of the Council of Ministers of the Republic of Belarus dated September 20, 2023 No. 609 “On the introduction of a ban on the export of certain types of industrial goods” was approved, according to which it is temporarily prohibited to export from Belarus to the EAEU countries the goods listed in the application to this resolution.
There is also a ban on the export from the Republic of Belarus to states that are not members of the EAEU of goods placed under customs procedures for export, temporary export, processing outside the customs territory and re-export.
However, there are a number of provisions in accordance with which goods can be exported, including to countries that are not members of the EAEU.
Permitting documents:
- Certificate (forms ST-1, ST-2, ST-3, EAV, “A”, general form) or an examination certificate confirming the Belarusian or Russian origin of goods, issued by authorized bodies;
- Certificate of products of own production or an examination report on the compliance of manufactured industrial products with the requirements that allow them to be classified as manufactured on the territory of the Republic of Belarus, issued by the Belarusian Chamber of Commerce and Industry;
- Extract from the Eurasian register of industrial goods of the EAEU member states in the form in accordance with Appendix No. 7 to the Rules for determining the country of origin of certain types of goods for the purposes of state (municipal) procurement, approved by the Decision of the Council of the Eurasian Economic Commission of November 23, 2020 No. 105;
- License or pass for the export of specific goods;
- Information about the need to export goods sent to the State Customs Committee from interested republican government bodies or other state organizations subordinate to the Government of the Republic of Belarus, regional executive committees or the administration of a free (special) economic zone.
