International transportation under sanctions

Due to the EU sanctions imposed in April 2022, international traffic of goods from Belarus to the EU has significantly decreased. As a result, the direction most profitable for Belarusian truckers turned out to be limited. The reorientation of the business became a necessary measure and entailed significant changes in the cost of logistics, a drop in demand for trucking, but at the same time, other opportunities and prospects appeared.

Current restrictions

According to the imposed sanctions, vehicles with Belarusian registration plates are not allowed to move with goods within the EU.

The situation for companies operating in the field of international road and rail transport has been difficult. Temporary delays (transfers at the TLC, reloading at the TLC) at the customs border have become commonplace. On average, the border crossing time has increased to a week.

Also, within the framework of the 5th package of sanctions, the EU introduced a ban on the export of various goods that make up a large volume of traffic.

The restrictions did not affect railway transport, which makes it possible to organize traffic. 

Impact of sanctions

International transportation by transport in the cargo turnover of Belarus at the time of the imposition of sanctions amounted to 76%. There is no data on how much the European direction accounted for, but it has always been considered the most profitable. Accordingly, transport companies are forced to raise the cost of logistics services - this is facilitated by forced reloading of goods and transfers to TLC. At the same time, the decrease in imports and exports, which was previously carried out with the help of truckers, led to a decrease in the cost of transportation - demand is falling. 

Ways to circumvent sanctions 

The implementation of road cargo transportation from the Republic of Belarus to the European Union has certain difficulties, but there are ways to partially circumvent the sanctions. The following solutions are possible:

  • reloading at the border - local carriers operate on the territory of the Republic of Belarus, in Europe - transport companies registered in one of the EU countries;
  • transit through Turkey;
  • use of rail transport;
  • combined delivery option - transshipment to the Republic of Belarus according to the wagon / car, car / wagon scheme;
  • combined delivery option - through Turkey using sea and road transport.

Transport companies Belarus begin a gradual reorientation to the Russian market and Asian countries. This is due to the fact that today's opportunity to cooperate with European countries is materially disadvantageous. For example,  logistics routes through Turkey will significantly increase the cost of imports and exports, which will significantly reduce demand. 

Reorientation 

International transportation of goods for Belarusian companies is available in other directions, but the reorientation will take quite a long time. Priority countries at the moment are: Russia, Kazakhstan, Uzbekistan, Turkey, Azerbaijan, Georgia, Turkmenistan and the Asian market. Negotiations are underway to increase quotas for 2022-2023. Improving the possibilities of these directions allows obtaining special permits for transportation through the territory of the Russian Federation with the abolition of the categorization of goods and the implementation of cooperation between Belarusian and Russian transport companies.
