Belarus changes the procedure of technical inspection: diagnostic cards instead of ITC

On November 20, 2023, the Council of Ministers of Belarus issued Resolution No. 791, which allows the use of a diagnostic card as a replacement for the International Technical Inspection Certificate (ITC).

The ITC was introduced by the 1997 Vienna Convention. Belarus became a party to this agreement in 2004. ITC is required for trucks, trailers, semi-trailers and buses engaged in commercial transport between countries party to the convention.

The document contains a list of parts to be checked and lists the grounds for refusal to issue a certificate. The ITC is valid for one year from the date of issue. At the end of the period, the certificate is renewed by conducting another inspection.

  • Resolution No. 791 instructs the Ministry of Transport and Communications and the Ministry of Foreign Affairs to provide a sample diagnostic card to the UN Secretary-General.
  • In addition, republican government agencies must take the necessary measures to implement the Resolution within two months.

Some of the provisions of the document come into force on November 29, 2023, the rest will be in effect from January 1, 2024.
